Business owner and reserve deputy charged - MyWabashValley.com

Vigo County, IN - The owner of a topless bar and a Vermillion County Reserve Sheriff's Deputy were both arrested over car titles.

According to court documents, Richard Turiff owns R&D Imports in Terre Haute. He also owns 6th Avenue Dancers.

The Indiana Bureau of Motor Vehicles became concerned because Turiff applied for 50,000 car titles in a year. Yet, there were never any cars on his lot.

The BMV says Reserve Deputy James Passwater II's name was on the VIN paperwork. It showed the cars were not stolen, even though it appears many of the cars were never actually checked.

Indiana State Police say Passwater admitted to giving some blank, signed VIN forms to Turriff who then photocopied them and filled them out.

Turiff is charged with counterfeiting. Meanwhile, Passwater faces charges of corrupt business influence, counterfeiting and forgery.
